Liste over ekstremvær i Norge er en oversikt over ekstremvær som har rammet Norge etter definisjonen til Meteorologisk institutt.

Ekstremvær i Norge[rediger | rediger kilde]

Et ekstremvær i Norge er et uvær som er så kraftig at det er fare for liv og verdier. I Norge er det bare Meteorologisk institutt som er pålagt å varsle og som har lov å varsle om slike værforhold, da kalt et ekstremvarsel. Årsaken til at bare Meteorologisk institutt utgir slike varsler er fordi det ikke skal oppstå forvirring om StormGeo eller andre værvarslingsbyråer hadde gitt ut et ekstremvarsel, siden Meteorologisk institutt ikke hadde sendt ut.

I forbindelse med ekstremvarsel blir styresmaktene varslet slik at de kan sette i gang forebyggende tiltak. Først blir hovedredningssentralene og Norges vassdrags- og energidirektorat (NVE) varslet og deretter Justisdepartementet, statsforvalteren (fylkesmannen) i fylkene som blir rammet, politiet i aktuelle områder i tilfelle evakuering, kommunale etater i aktuelle områder for å sikre verdier, og media for å varsle allmennheten.

Kriterier for utstedelse av ekstremvarsel[rediger | rediger kilde]

For at et uvær skal kalles ekstremt må minst ett av følgende kriterier oppfylles:

I tillegg spiller også hvilket område som blir rammet inn på om det blir sendt ut ekstremvarsel eller ikke. Det må for eksempel kraftigere vind til i Nord-Norge og på Vestlandet enn på Østlandet før et ekstremvarsel blir utstedt.

Vindens retning spiller vanligvis også en rolle. Hvis vinden blåser parallelt med kysten vil bare de ytterste områdene bli rammet av kraftig vind, men med en gang vinden kommer med større vinkel inn mot kysten vil større områder få merke den kraftige vinden.

Utstedelse av ekstremvarsel[rediger | rediger kilde]

Ekstremværvarslingen deles den inn fire faser:[1]

Fase A: Melding om økt overvåking før mulig ekstremvær[rediger | rediger kilde]

Betyr at meteorologene gir situasjonen spesiell oppmerksomhet, og kontinuerlig vurderer utviklingen. Det er ennå ikke sikkert at det faktisk blir ekstremvær. Meldingen kan fortsatt trekkes tilbake.

Fase B: Korttidsvarsel før ekstremt vær ventes å inntreffe[rediger | rediger kilde]

Meteorologen har avgjort at det blir ekstremvær. Varselet er mer detaljert enn forutgående meldinger og oppdatering skjer minst hver 6. time. Uværet får navn.

Fase C: Uværet pågår[rediger | rediger kilde]

Meteorologen sender varsel så ofte som situasjonen tilsier, men uansett minst hver 6. time.

Fase D: Uværet over. Opprydding og reparasjoner pågår[rediger | rediger kilde]

Det sendes varsel når fare for ekstremt vær er over. Varselet skal informere om værutsiktene i de nærmeste døgn med tanke på oppryddinger og reparasjoner.

Opphav[rediger | rediger kilde]

Opphavet til at en startet med varslingsplaner for ekstreme værsituasjoner var nyttårsorkanen i 1992 i Møre og Romsdal. Orkanen ble godt varslet av Meteorologisk institutt på nyttårsaftenen 1991, men siden varslet blant annet kom på denne spesielle dagen var det få som fikk med seg varslet. Verken allmennheten eller styresmakter ble varslet om det ekstremt kraftige uværet, og ødeleggelsene ble deretter siden ingen skadeforebyggende tiltak var utført og heller ingen beredskap ble sett i gang for å raskt bøte på skadene som oppstod.

Første gang prosedyrene for ekstremvarsel ble tatt i bruk var 8. desember 1994 da det ble varslet full til sterk storm langs kysten fra Lindesnes til Fedje. De fleste ekstremværa kommer som følge av kraftig vind. Ekstremvær som følge av ekstremt stor snøskredfare har ennå ikke blitt utstedt siden prosedyrene ble oppretta.

Navngiving av ekstremvær[rediger | rediger kilde]

Siden 1995 har også Meteorologisk institutt gitt navn på ekstremværene på liknende måte som man gjør med tropisk sykloner i andre deler av verden. I Norge følger navngivingen en alfabetisk liste der annet hvert navn er et mannsnavn og et kvinnenavn. Bokstavene Q, W, X, Z, Æ, Ø og Å blir ikke benyttet. Når man kommer til siste bokstav (Y) begynner man på nytt igjen med A på neste ekstremvær. På den første listen ble ikke bokstaven C benyttet. Hensikten med navnsettingen er å lette kommunikasjonen mellom myndigheter og meteorolog, slik at ikke misforståelser oppstår.[1] Det første ekstremværet som fikk navn var Agnar 12. oktober 1995.

Kjente ekstremvær[rediger | rediger kilde]

Storofsen 21.-24. juli 1789: Langvarig og kraftig regn førte til Norges mest dødbringende flommer i historisk tid. Flommer og skred tok livet av minst 61 mennesker i Gudbrandsdalen, Østerdalen og Valdres. Storofsen rammet også resten av Østlandet, Sørlandet, Møre og Romsdal og Trøndelag. Rekonstruerte værkart har senere vist at katastrofen skyldtes at et lavtrykk over Polen, Østersjøen og Sør-Sverige i dagevis sendte usedvanlig varm og fuktig luft fra sørøst inn mot Østlandet.

Galnemåndagen, orkanen som rammet Vestlandet 12. mars 1822. I tillegg til den voldsomme vinden skyldtes katastrofens omfang at et eventyrlig sildefiske hadde lokket mange fiskere ut mot havgapet i grålysningen. Den krevde minst 170 menneskeliv, kanskje over 300.

Storstormen i Vest-Europa 1987 ble 15. oktober dannet i Biskayabukta. Den beveget seg nordøstover og forårsaket størst skader i Sør-England og Nord-Frankrike, men også Vest-Europa for øvrig ble rammet. Norge ble truffet sent på dagen 16. oktober. Lavtrykksbanen og den sørlige vindretningen gjorde at Østlandet, som vanligvis ligger i le for den sterkeste vinden, ble truffet med full styrke. Lavtrykket og den sterke pålandsvinden gav også en (etter norske forhold) ekstrem stormflo i Oslofjorden. Skadene kom opp i 650 mill. kr.

Nyttårsorkanen i 1992 var den sterkeste orkanen som har rammet Norge i historisk tid, og det dyreste uværet.[2] Det ble registrert 33 000 skader og utbetalt en total erstatning på om lag 1,3 milliarder kroner.[3] Også Skottland ble hardt rammet.

Vesleofsen, flommen som rammet Østlandet i juni 1995, ble også svært dyr med om lag 6900 skader for 1,8 milliarder kroner og utbetalt erstatning for 940 millioner kroner.[3]

Et av de mest omfattende uværene som har rammet landet var de tre ekstremværene Gudrun, Hårek og Inga, som kom på løpende bånd i januar 2005. De gav vind opptil sterk storm langs kysten. Områdene helt fra Østfold til Nordland ble rammet i denne uværsperioden, og det ble rapportert 4306 skader for totalt 160 millioner kroner.[3]

Ekstremværet Narve rammet Nord-Norge i januar 2006, og det ble rapportert 2478 skader som totalt gav erstatningsutbetalinger på rundt 188 millioner kroner.[3].

Orkanen Dagmar, natt til 26. desember 2011: Vind på opptil 46 m/s (32,7 m/s og mer er orkan), og vindkast på opptil 55 m/s – bare litt «svakere» enn Nyttårsorkanen. Dagmar kom i kjølvannet av ekstremværet Cato. Den rammet mye av Norge, men særlig Sogn og Fjordane og Møre og Romsdal.

31. desember 2008 Yngve Nord-Helgeland, Saltfjellet, Salten og Lofoten Meteorologisk institutt meldte om kortvarig nordvestlig sterk storm. Vinden slo til med full kraft tidlig på morgenen, og Helligvær fyr målte en middelvind på 36 m/s, noe som tilsvarer orkan. Samme sted målte vindkast til opp mot 45 m/s

25. november 2011 Berit Møre og Romsdal, Trøndelag, Helgeland, Salten, Ofoten og Lofoten Meteorologisk institutt meldte om sterk vind, lavt lufttrykk og høye bølger inn mot land. Dessuten meldte de ekstremt høy vannstand langs kysten, estimert til å være opp til 110 cm over det som er oppgitt i tidevannstabellen. Det ble meldt sør eller sørvestlig full storm i hele området som ekstremvarselet gjelder. I Møre og Romsdal kan hende sterk storm. Berit gjorde skader for 275 mill. kr[5].
25. desember 2011 Cato Nordland, Troms og Finnmark Meteorologisk institutt melder om ekstremt høy vannstand (stormflo) fra nord i Nordland til Vest-Finnmark. Nordland: Sørvestlig vind og pålandsvær. Det blir mest vind og bølger i Nordland sør for Vesterålen, med et varsel om full storm. Troms og Finnmark: Fralandsvind og noe mindre bølger. Men lokalt kan det blir mer bølger enn man er vant til. Kraftig vind i fjordene.[6]
25. desember 2011 Orkanen Dagmar Sogn og Fjordane, Møre og Romsdal og Trøndelag Dagmar kom hakk i hæl med Cato og beveget seg med stor fart mot norskekysten. Meteorologisk institutt melder om kraftig vind og høye bølger i Sogn og Fjordane, Møre og Romsdal og Trøndelag.[6] Dagmar gav betydelig sterkere vind enn Cato. Kråkenes hadde middelvind på opptil 46 m/s (33 m/s og mer er orkan), og vindkast på opptil 58 m/s. Vindkast opptil 65 m/s på Juvasshø. Ifølge Finans Norge ble det utbetalt erstatninger for 1,3 milliarder kr[7]. Fortsatte innover Sverige, med betydelige ødeleggelser her også.
3. januar 2012 Emil Vest-Agder Sent tirsdag kveld blir det vestlig full og periodevis sterk storm, kan hende kortvarig orkan i kastene.[8]Emil ble noe roligere enn først meldt og tok en mer sørlig bane. I løpet av natt til 4. januar ble den nedgradert fra sterk til full storm.[9] «Full storm ble registrert ved flere målestasjoner. Eigerøya hadde sterkeste middelvind foran lavtrykket, fra sørøst med 28,2 m/s, og sitt sterkeste vindkast bak lavtrykket, fra nordvest med 35,5 m/s. Målestasjonene Kjevik lufthavn og Eik-Hove hadde vindkast på rundt 25 m/s.» (Meteorologisk institutt)
6. august 2012 Frida Aust- og Vest-Agder Varsel om store nedbørmengder i forbindelse med kraftige regn- og tordenbyger. «Etter gjeldende kriterier for ekstremvær kvalifiserte ikke Frida som ekstremvær i Agder-fylkene. Nedbørmengdene som ble registrert var store, men på ingen måte ekstreme. Derimot kom det ekstreme mengder nedbør i Vestfold og Nedre Buskerud, hvor kraftige byger og store nedbørmengder førte til oversvømmelser og jordras som gjorde skade på hus, veier og jernbane.» (Meteorologisk institutt)
21. juni 2013 Geir Aust- og Vest-Agder, Telemark, Buskerud og Oppland Lokalt ekstremt mye nedbør (50–90 mm)
16. november 2013 Hilde Trøndelag og Helgeland Meteorologisk institutt meldte om lokale vindkast inn over land som var ventet å komme opp i mellom 40 og 50 meter per sekund, i tillegg til mellom 13 og 15 meter høye bølger inn mot kysten.[10] «Sørvest full og kan hende sterk storm, som etterhvert dreier vestlig. Lokale vindkast på 35-45 m/s innover land lørdag kveld og første del av natt til søndag. Lørdag kveld er det også ventet høye bølger inn mot kysten. 12. desember 2013 Ivar Møre og Romsdal og Trøndelag Torsdag ettermiddag og kveld meldte Meteorologisk institutt om kortvarig vest og nordvest sterk storm (30 m/s) eller orkan (33 m/s), med vindkast opptil 40–45 m/s inn over land [11].
8. mars 2014 Jorun Finnmark Vestlig full til sterk storm over store deler av Finnmark, med vindkast på 35–40 m/s.[12].
12. mars 2014 Kyrre Trøndelag, Helgeland og Saltfjellet Ekstreme nedbørsmengder.[13].

10. januar 2015 Nina Sogn og Fjordane, Hordaland, Rogaland, Agder, Telemark og Ytre Oslofjord Målt til orkan styrke i 4 timer. Orkan flere steder i Rogaland og Hordaland. Eigerøya hadde opptil 37,6 m/s, med vindkast opptil 45,6 m/s. På Østlandet hadde Strømtangen 26,2 og Færder 25,1 m/s[14]. Høye bølger inn mot kysten.[15]
6. februar 2015 Ole Trøndelag, Helgeland, Salten, Lofoten, Vesterålen, Ofoten og Troms Sterk storm på flere kyststasjoner i Nordland; full storm på flere kyststasjoner i Troms og Finnmark. Orkan flere steder i fjellet.[16]. Mer enn 50 000 var uten strøm.[17]
17. september 2015 Petra Vest-Agder, Aust-Agder, Telemark, Vestfold og Buskerud Langvarig nedbør, og store nedbørmengder.[18]

29. januar 2016 Tor Hedmark, Oppland, Buskerud, Hordaland, Sogn og Fjordane, Møre og Romsdal, Trøndelag og Nordland[22] Kraftig vind. Orkan på en rekke kyststasjoner, og i høyfjellet. Ved Kråkenes fyr (Vågsøy, Sogn og Fjordane) ble middelvinden målt til 48,9 meter i sekundet, noe som er ny vindrekord for de offisielle målingene i Norge etter nyttårsorkanen i 1992.
26. desember 2016 Urd Sogn og Fjordane, Hordaland, Rogaland, Agder, Telemark og Østlandet.[23][24] Vind, høye bølger og høy vannstand. Vinden nådde orkan styrke 26. desember. På Røldalsfjellet ble det klokken 19 målt 47,3 meter i sekundet (tilsvarer 170 kilometer i timen).[25]
12. januar 2017 Vidar Sogn og Fjordane, Hordaland og Rogaland Ekstremt høy vannstand.[26]
