Bakgrunn for saken
Bakgrunn for prosjektet (fra wikipedia):
Prosjektet har fått navnet “Langskip”. Hensikten med karbonfangst og lagring er å redusere utslipp av CO₂ til jordens atmosfære ved permanent lagring under bakken eller havbunnen.
Det er da basert på at CO₂ er farlig, og del av målsetningen for klimakur 2030.
Opp til 40% mer utslipp
Karbonfangst og håndtering brukt på et moderne konvensjonelt kraftverk kan redusere CO₂-utslippene til atmosfæren med 80–90 prosent sammenlignet med et anlegg uten CCS. Samtidig vil CO₂-rensing kreve mye mer energi og ville øke brenselsbehovet i et anlegg med 11–40 prosent.
Det vil si at anlegget vil produsere totalt sett mer CO₂, selv om 80-90 % vil gå til lagring.
Mer miljøforurensing med karbonfangst
Lagring av CO₂ foregår enten i dype geologiske formasjoner, dyphav, eller i form av mineral karbonater. I tilfelle av dyphavslagring er det en risiko for sterk forverring av problemet med →forsuring av havet←.
Et dyrt prosjekt
Disse og andre systemkostnader er estimert til å øke kostnaden på energi fra et nytt CCS-kraftverk med 21–91 prosent.
Staten / skattebetalere
Kostnadene for begge fangstanleggene og lagringsløsningen er beregnet til 25,1 milliarder kroner over 10 år. Av det skal staten etter planen betale 16,8 milliarder kroner. Det siste forutsetter at Fortum klarer å skaffe resten av finansieringen selv. Hvis ikke Fortum klarer det, vil statens regning reduseres med 3 milliarder kroner.

Her er hva klima og miljøminister Sveinung Rotevatn mener: “Karbonfangst og lagring gjør det lettere for Norge å nå klimamålene”. Videre sier han “Norge i vinter vedtok å kutte 50-55 prosent av klimagassutslippene innen 2030”. Han mener man da ikke kommer utenom karbonfangst og lagring.
